What is collective teacher efficacy, precisely? Goddard, Hoy, and Hoy's widely used definition: "the perceptions of teachers in a school that the efforts of the faculty as a whole will have a positive effect on students." This is not individual teacher confidence. It is a shared organizational belief — a property of the school as a whole rather than any individual within it.

Goddard's landmark 2001 study of 47 elementary schools demonstrated that CTE explains 26.6% of between-school variation in mathematics achievement and 19.5% of reading achievement variation. This means that two schools with identical demographics, identical resources, and comparable prior achievement could have dramatically different outcomes — and CTE explains a substantial portion of why. It also means that schools in challenging demographic contexts can and do achieve strong outcomes when they develop strong collective efficacy.

This is not a minor caveat buried in a footnote. It is the organizing problem of Zhou's entire synthesis. After 20 years of research establishing that collective teacher efficacy is the most powerful predictor of student achievement, the field still lacks reliable, systematic answers to the most practical question: how do you actually build it in a school?

What the research does know is that CTE is not built through exhortation, retreats, mission statements, or pep talks. It is not built by telling teachers they are capable, or by hiring more positive people. It is an organizational property — emergent from the structures, interactions, and evidence flows that characterize a school's daily life. You can't declare it into existence. You have to build the conditions that allow it to form.

Zhou also makes a structural observation that has profound implications for MTSS: collective teacher efficacy is not the sum of individual teacher efficacy. A school full of individually confident teachers can still lack collective efficacy if there is no shared practice, no shared data, and no shared language through which their individual efforts cohere into something larger.

Mastery experience explains 80% of CTE variance. And it's the most designable source.

Bandura's framework identifies four sources of collective efficacy: mastery experiences, vicarious experiences, social persuasion, and affective states. All four matter. But Goddard's 2001 study — the most empirically rigorous examination of CTE formation in the literature — found that mastery experience alone accounted for approximately 80% of the variance in collective teacher efficacy across 47 schools. The other three sources combined explain roughly 20%.

The critical nuance is that mastery experience is not the same as success. It requires that success be attributed to the team's collective effort and capability, not to luck, favorable demographics, or individual heroism. Zhou cites Bandura's point that "when success is attributed to the team's ability or effort, collective efficacy is strengthened." When teachers believe their students' growth happened because of their collective skill — not in spite of their context — collective efficacy builds. When wins feel accidental or isolated, they don't accumulate into collective belief.

This final sentence is important: resilient CTE is not built from easy wins. It is built from documented stories of struggling with a problem, trying multiple approaches, and ultimately finding what works. Easy success produces fragile efficacy. Documented persistence — the kind that leaves a data trail of "we tried this, it didn't work, we tried that, it worked" — produces the durable organizational belief that can weather setbacks.

Vicarious experience and social persuasion — invisible without shared data.

The second source of collective efficacy is vicarious experience: the organizational equivalent of learning by watching someone else succeed. When teachers can observe their colleagues — especially those facing similar challenges — implementing effective strategies and getting results, their own belief in collective capability grows. The problem, in most schools, is that teaching practice is nearly invisible. Teachers can attend each other's classrooms occasionally, but have no systematic way to see what interventions their colleagues are using or whether they're producing results.

Social persuasion — Zhou's third source — is the organizational communication that shapes what teachers believe about their collective capacity. PLC conversations, staff meetings, principal messaging, and peer interactions all function as social persuasion. Zhou is careful to note that social persuasion alone cannot produce profound organizational change. It requires the backing of direct or vicarious experience to be powerful. Told they're great without evidence, teachers remain unconvinced. Shown they're great with data, they start to believe it.

CTE is not the sum of individual confidences. It's an emergent property.

One of the conceptually important moves in Zhou's synthesis is establishing that collective teacher efficacy is not simply the average of individual teacher efficacy scores. It is an emergent organizational property — something that arises from the interactions and structures of the school as a system, not from the aggregation of individual psychological states.

This distinction has a direct implication for what districts can and cannot do to build CTE. If CTE were simply average individual efficacy, the path would be clear: improve individual teacher confidence through coaching and professional development. But because CTE is an emergent property of the school-as-system, improving individual confidence is necessary but insufficient. The organization itself must develop the structures, data flows, and shared practices through which individual capability becomes collective belief.

Zhou's synthesis of Goddard and colleagues' work adds another dimension: building CTE requires giving teachers genuine influence over decisions that matter. In a study of 48 schools, a 0.41 standard deviation increase in teacher influence over instructional decisions was associated with a full standard deviation increase in perceived collective efficacy. Teachers who are consulted, whose expertise is visible, and whose collaborative decisions actually change practice develop stronger collective belief than teachers who are trained and then left to implement alone.

Enabling school structures independently predict CTE — beyond prior achievement.

Adams and Forsyth's (2006) research, synthesized by Zhou, introduces a particularly important concept: the enabling school structure. An enabling school structure is one in which rules, regulations, and procedures are designed to solve problems rather than create compliance burdens. They give teachers tools to exercise agency and make decisions, rather than constraining teachers to pre-determined procedures. Enabling structures, the research finds, are a distinct source of collective teacher efficacy — separate from mastery experience and statistically significant even after controlling for prior achievement and SES.

The connection to teacher retention is significant. Every school system experiencing teacher shortage and burnout is, in part, experiencing a collective efficacy problem. Teachers who feel that their individual efforts disappear into an invisible, unacknowledged void — who have no way to see whether their work is making a collective difference — are more vulnerable to burnout than those whose work is visible, documented, and recognizably contributing to shared outcomes.

Zhou also notes that in high-CTE schools, students are more emotionally engaged and fewer are excluded for behavior issues.
